My sister's son (my nephew, 8 years old from India) wants to visit Canada along with my parents. He doesn't have visa yet. But is it possible that he will be granted visa and he could travel with my parents (his grandparents) with my sister's consent?

I guess he needs visa since he is from India. His parents doesn’t have visa. So I am not sure if I can apply for his visa alone.
