Travel Authorization for SOWP and kid with study permit

Hi All, I have a doubt related to Travel Autherization Letter and looking for some help. I am on closed work permit in Toronto. My wife has Spousal open work permit and my 5 year old daughter has study permit. They both are in India now and got visa stamped on their passports.
Do they need Travel Autherization letter to travel to Canada?
They may travel via Mexico and I will accompany them from Mexico to Toronto, will this help?

No they’ll need special authorization, your wife needs proof of employment or for you need to join them from India. They could also wait and travel after September 9th.
