Does the first line of the first tweet mean that PPRs issued for students after June resumption can also now send their passports for stamping?

As per the tweet , they are giving preference for those who had started the passport submission steps prior to May 2021.Hope it applies for all visa categories.Rest will receive after them.

Nope, thats what part 2/2 of the tweet says.

The first part of the tweet talks about Passport services for EVERYONE that has PPR already.

Due to the ongoing COVID-19 pandemic, the Visa Application Centres (VACs) in India will be offering limited services until further notice. For details on services currently available at the VACs, please refer to the information provided in the tabs below.

Until further notice, please disregard the information on the remaining pages of this website.

From 5 July 2021, Canada VACs will start Passport Submission Service in a phased manner. Customers who completed their 2 way courier process prior to lock-down will be contacted by VFS Global on e-mail.

We request other customers holding Passport Submission Letter to remain patient and follow us for updates.

This was their tweet when they made the announcement reg passport submission for the first time on July 5:
(1/2) VAC Alert Courier submission for holders of Passport Submission :
Request letters will start in a phased manner.
Please do not send your passport directly to the High Commission. Passports received at the High Commission will be immediately returned without a visa. https://t.co/VcOrx9AmtV

(2/2) ) Starting July 5, passport submission will start for clients who had completed the 2 way courier process prior to May 1.
We request your patience while you kindly wait for VFS to contact you.
Please continue to follow us for further updates.

I submitted the applications and booked biometric appointments. Earliest I could book is August 20th. I wish they get visa on time so they can be here my delivery time

Yeah, as @rower said, Biometrics services have now resumed for all visa categories. My in-laws booked their appointment online (through this link) and were able to go to the VAC and submit Biometrics.

Can someone please explain to me what this webform is for? My in-laws have completed Biometrics enrolement, and they're waiting for next steps for their visitor visa application. My assumption is that they just have to wait now until IRCC sends them a passport request. At which point they'll need to mail the passport. Is that assumption correct? Is there anything they can do from their end to move the process along? What is this passport submission webform, and is it useful to them?

Hi, pls send the email to IRCC.COVID-TravelExemptions-Exemptionsdevoyage-COVID.IRCC@cic.gc.ca Reasons: Family reunion, visiting the newborn grand child , immediate family member meets the travel exemptions as per their website
