You cannot call IRCC unless you have a Canadian number , it’s only for applicants inside canada .. therefore you need to have a Canadian number to call them .I have Canadian virtual number in a VOIP software. I applied via SDS on June 15. Didn’t have to give my biometrics because I had applied for a Canadian visa in 2017 and the ones I gave then were still valid. I had my medical exam done in mid April. Got my medical approved on June 21. My BVL came on July 14. And received the passport request today.
