TRV letter of invitation for parent by accompanying PR holder?

Hello,

I have PR status but am currently in India. I wish to travel to Canada with my mother, who needs a visit visa. While filling out the application, I found out that IRCC requires a "letter of invitation." Can I write this letter, even though I am in India at present? Has anyone in my situation been successful? If not, what other route can I take to get the LoI? I have friends in Canada, but I suspect IRCC won't accept letters from friends given the COVID restrictions on entry at the moment.

The travel exemption is really for those travelling to someone already in Canada and travelling for essential reasons. Are you visiting Canada or moving to Canada? Either reason could create issues.

In a nutshell, I landed in June 2019 and came to India in October 2019 to pack up stuff here. I planned to go back in spring 2020 but got stuck because of the pandemic. Now, I want to move to Canada, and my parents want to accompany me (my father has a visa; my mother's visa expired last year)

I thought the travel exemption would apply in my case because they are accompanying me. That's what I inferred from the info on the CIC website (relevant portion quoted below). Am I wrong in thinking thank?

Immediate family members (as defined in the Orders in Council) of a Canadian citizen, a person registered as an Indian under the Indian Act or a permanent resident of Canada will be deemed to be travelling for a non-discretionary or non–optional purpose if the travel is for 15 days or more and they are travelling with or to be with their Canadian citizen, person registered as an Indian or permanent resident family member.

You may encounter issues because they are travelling with you because you are all together so there travel could be viewed as not essential since you aren’t reunifying. The other issue is there are likely to be concerns that they are trying to move with you to Canada.
