spousal inland sponsorship; first stage approval?

Hi, I applied for spousal sponsorship in 2019 ans sponsor eligibility was approved in dec 2019. Not sure about first stage approval as I need to apply for work permit extension, as my owp is going to expire soon
Sponsor eligibility passed; dec 2019
Principle applicant eligibility:in progress
principle applicant security: passed
Principle applicant criminality in process- Biometric outstanding, request to be sent later

What is first stage approval?

That is my question, because when I was going to applying for work permit extension, it is asking if I got first stage approval
