So we uploaded a payroll for 6 weeks prior to sending the lmia application. but they said we are missing a proof of business legitimacy document to demonstrate that the terms of the job offer can be completed is missing or incomplete.

what did we do wrong?

The link asks for much more than payroll to show that your business is legitimate. You didn’t submit any CRA documents? If so you should.

A payroll record you made in Excel certainly isn't going to cut it.

Look through the list again.

If you want to submit a payroll record again, it should be a screen shot out of your actual payroll computer system. If you don't have one, then you want to show bank records / pay slips, etc. You need something official. Something you just created in Excel won't do it. You should submit at least one CRA document as well for your business.

It seems like you had a number of deficiencies with the LMIA application. My suggestion at this point would be to hire an immigration lawyer to assist you with the process.

we submitted a t4 renumeration as well.

because we dont use any payroll system. we only have copies of the computation using the cra calculator.

The application was returned very quickly which to me indicates there was at least one obvious and significant deficiency in what you submitted.

Generally speaking, there aren't a lot of discussions here on how to complete and submit an LMIA application.

I really think you need to hire a lawyer if you want to get this right the second time around.
