I got a job offer, and I have a 18-year old dependent son, can both of us apply for the TRV?

I got a job offer in Canada and I am planning to move with my family: a wife, a 11-year child and a 18-year son. I have read that I can apply for SOWP for my wife, and a study permit for the 11-year child. But I am confused about the oldest son, he still dependent on me, can he come with us? and what application should he apply for, visitor visa?

What grade is he in or his a university/college student? He will need a study permit to finish high school.

Then if planning to go to university or college in Canada, he will need to apply and be accepted to schools and then apply for a study permit. He will pay international fees and need to show at least $10k minimum as well as paying first year tuition (if possible). There is always a possibility the study permit will be refused.
