PGWP visa issue

Hello everyone, I got my PGWP in May and I applied for the visitor visa after that. Today CIC sent me a request letter about my visa. It said "Please advise how long you have been out of Canada and your tentative return (to Canada) date."
The issue is, I have not left Canada for almost two years, The last time I returned to Canada was September 2019 and never went outside. I do not know why CIC thought I was outside of Canada??
How should I respond to this?

How did you apply for a visitor visa from inside Canada? That used to require stating that you were outside of Canada in order to get the TRV.

I currently live in Canada, I do not think you have to be outside of Canada to apply for the TRV, many people have applied TRV inside Canada after getting the work permit

Did you follow the instructions on this page, including stating that your country of residence was Canada?

Essentially IRCC thinks you told them that you're outside Canada and they are asking for details on when you left.
Yeah, I followed these instructions, the required documents were only 4-5 for my application so I believe it was for people who are inside Canada. They will require a lot of documents for people who are outside Canada
