Why is IRCC requiring an air ticket to be issued before visa issuance? Due to the high volume of applicants on standby, Regulations Immigration and Refugee Protection Act (IRPA) and its need to determine which applicant is ready and committed to their travel to Canada. Having a paid air ticket does not guarantee that the visa will be issued however it goes a long way in establishing intent. In fact they state don’t buy a ticket. They want a screenshot of potential itinerary and airfare. You can do this buy just doing a search and taking a screenshot.

This is what was part of what was written the last Visa request letter (Please provide proof that your have paid your accommodation in full for at least the mandatory 14 days that you are required to self quarantine. Forward us proof of payment along with the confirmed reservation within 3 working days of receiving this notification for us to proceed with processing your visa application. Failure to do this within the time stated will result in a rejection of your visa application. The Government of Canada takes a prudent and responsible approach at the border, by continually monitoring and reviewing available data and scientific evidence to protect the health and safety of Canadians. Who gave you this letter? If from the travel agent, they are lying. There is no proof of 14 day PAID quarantine and failure to pay will result in visa rejection. I have proof of payment and I confirmed on the hotel website with my details.It was on the letter from IRCC I just got that part from it

But who are you getting letters from? Your travel agent or IRCC? Can’t understand why IRCC (on their letterhead) would send you letters asking to pay for airfare as they state on the website not to book flights. The agent checks my account then i also check for my clarification , the letters are on IRCC letter head with my Application and UCI numbers.But who are you getting letters from? You have clearly been scammed and lied to. There's no way IRCC sent you a letter asking you to buy ticket, book accommodation etc.Thank you so much you have really been so helpful I will let you once I get response.
Also, don't expect your visa to be approved anytime soon (even if you pass eligibility and admissibility requirements). Canada is not allowing tourists in who are not immediate family of citizen, PR or TR. They are not even processing visiting visas unless you receive exemption/travel authorisation beforehand.
