GIC part of your question can only be answered by your bank and the Tuition by your college / university. I do not believe a lot of folks on this forum would have the knowledge, especially about seeking asylum.
While applying for your study permit, you would need to prove strong ties to your country and that you will go back, how would you be able to prove that you are under serious threat and the strong ties within a matter of a few days?
Other thing to note, is if you withdraw from your institution, you will lose your valid status in Canada (unless you reapply for a visitor visa) - the asylum process is a very long one. I would look at this link if you have not already:

I would be careful and think things through before proceeding and consult an immigration lawyer before deciding the best route forward.
