Fiance is a refugee in Turkey - will I be able to sponsor him?

My fiancé is a refugee in turkey. He does not have documentation to show that he is a refugee. But he has applied and waiting on the status. But if he were to be denied the refugee status, and we marry in turkey, is it possible for him to come to Canada ? I am wondering if it will be possible do the paper work from turkey without refugee status ? He cannot return back to his Country of origin. If he does achieve status, is it possible to sponsor him from Turkey. Two scenerios here.

What steps can I take now to help him? What are my options? Any advice will help.

He is not a refugee yet if he doesn't have documentation and is only waiting for the application.

To Canada, he is in Turkey without status (or with visitor status? Not sure about Turkey immigration)
He will need some kind of documentation for the immigration application (could be a passport from his Country of origin which he doesn't use).

btw you cannot sponsor him until you are married or in a common law sponsorship. Are you in Turkey now? Or will you travel there to get married with him?

Yes. I will be travelling to get married. We have been engaged for quite some time now. So are you telling me he doesn’t need official refugee status there in order for me to sponser him. He cannot go back to his country of origin as it is very unsafe so if we want everything to happen through Turkey but he has no Turkey documentation, is that okay? And although he has no refugee documentation, he wants to get it to allow himself to work etc there.

Does he still have a valid passport?
I think you can sponsor him after you got married. They may look for more proof of your relationship since he has intend to stay out of his home country.
