I can't say if they will reject your application. If your program and DLI makes sense (like the one you were approved for) I don't think they will reject you.
SOWP Timeline is:
Application Submitted: May 11th
Biometric: Already done in 2017 for visit visa
Medical: Upfront
Medical Updated: May 19th
Then no movement at all on the application until:
June 24th: Eligibility review started AND BVL received
June 25th: PPR

Visa was approved in 2017 and also in 2019. Depending on the reason for refusal, I don't think it should affect if all requirements for SOWP are met.

Back to your question, VO will consider new submission when making determination. If nothing has changed from the previous reasons for refusal then they’ll head that way again. Having a spouse is not guarantee sowp approval
so have u seen anybody visa approved?
if still hold are u going to use same previous port of entry to travel?
Suppose if I go to port of entry and tell officer that I wants to change wat wil happen??
If you go to POE and want to change your SP, provided you cant do that at POE, they may refuse yoh entry. Thats a worst case scenerio
but i can change after arrival??

You can only change if you are considered as active full time student and not otherwise. The logic is, you have data that thousands of students will be attending certain programs/ University in certain Provinces and they eventually change to cheaper colleges somewhere else.. to IRCC, that was a loophole and they introduced that guidelines. Each provinces have occupation in demand policies and policy maker take into consideration admissions data from the DLIs across province. I hope i tried answering “logic” concern
Also I would like to ask you.My study visa is approved and i applied last week for SOWP for my spouse .I heard so many people saying if u apply separately, you need to have study permit ( not study visa ) to apply for SOWP.Is it true?/
I have my study permit approved but I have not yet travelled to Canada. My husband applied for his SOWP with my LOI and he was approved.
So many people saying u will get rejection and not having study permit and sowp.Some people says u are stupid. They will surely reject .Do you think ??
Thats not true. You dont need to have approved permit to be approved SOWP. But you cant stop people from talking
