Admission in Graduate certificate without holding degree

Hello friends ,
I want your help
As i have searched a alot on internet
Please have a look at my profile

10th - 57%
3 year polytechnic diploma in EE - 55 %
One year level 4 diploma from Singapore in Electrical and electronic -65 %
Ielts -6.5 not less 6

now i am applying canada student visa with the help of IRCC member
He is saying i should get admission in graduate certificate program as requirement to admission in this program is undergraduate diploma .
And he is suggesting project management course
i have seen requirements on colleges website
He is right !!

my question is -should i get admission according to my consultant

and according to your opinion which course should i select for better visa chances

Did you order GCMS note for the previous refusal?
Why do not think about apply for Bachelor degree since you already had 4-years-diploma?
Those undergraduate certificate and graduate certificate seem to be risky in my opnion.

Choose a program that interests you, and which aligns with your career goals. If you go by suggestions from others, you would not be able to write your own SOP effectively. Whereas, if the program is your choice, you can easily explain how that program can help your career back home. Just my opinion.

Actually i opted Electrical engineering power protection and control program in lambton college but got rejction it was 2 year under graduate diploma .
