Announced today -- fully vaccinated travellers will be exempt from any sort of quarantine starting July 5. But the vaccine has to be one used in Canada (Pfizer, AZ, Moderna or J&J). You still need test to board plane and a test when you arrive but no more 14 day quarantine or 3 day hotel stay at the airport. The documents need to be translated to French or English and border officers will inspect documents.

The official source doesn't say "citizens and permanent residents". Please don't rely on the news but official sources as the former can be misleading.
