I'm currently trying to help my parents apply for their visitor visas. My parents have two previous full validity B1/B2 visas. They recently renewed the B1/B2 visa but was put under administrative processing 221(g). It was issued a week later with no problems whatsoever. I believe it was because they wanted to renew it using the interview waiver program but my father got an email to attend an interview at the embassy and he was the only one asked to appear. Hence, he was put under 221(g) and was later asked to send both his and my mother's passports and it was issued. Only my father's visa has the writing "clearance received".
My question is: is my father supposed to answer yes to the question on whether he ever got refused a visa ?
Is it better to just say yes and give a brief explanation ? I swear answers on the internet are all ambigious -- even ones given by certified American immigration lawyers.
