I want to change my course in same dli after getting ppr (passport request) for fall 2021.
What i have to do for it?
Do i have to apply a new study permit application ?

Hi I’m also having this problem. I haven’t arrived in canada yet and changed my program from Hospitality to Paralegal. But I already received my student visa. Same dli and level of study. Do i still need to re apply for a new SP? My classes will start this September and i want to know if ever i changed my program would it cause me problems upon arrival in canada? Talked to an immigration lawyer and he said that I should re apply my SP?

That's a question you need to ask your school. IRCC says you don't have to inform them about changing program in same DLI, but you can send then a webform if you want.

Just want to know changing program (OPs is a totally different one to their past education + experience due to which they might have gotten their SP) how contradictory is this and kind of unfair given IRCC is refusing people for programs they think isn’t good enough for someone but once you get a study permit, the world is your oyster. Who makes these policies really? Also all offense to IRCC and not the applicants. Just curious.

You raise very good point. Somewhere this policy has loophole but its not flawless by 100%. Your point is if you can match your experience with choice of program and VO made positive decision based on that, but later you change and do something completely different, then thats where the loophole is.

Most change in immigration policies happens after certain number reached. Before you didnt need to apply for New SP from outside of Canada but now yes you do. It is because of the abuse of this policy that triggered that. I hope they are also paying attention and somehow they will change the policy. It contradicts with projection on future occupations demand

Nobody is talking openly about it but agents are aware of these loopholes and I’m sure they are exploiting it. I have seen people with broken English get SPs because agents have exploited the SOP process too. Everyone pays 15k INR (around 250 CAD) and get study plans written from experts. Also the ielts is a very premeditated exam it’s not rocket science really. The exploitation that is happening and the refusals where genuine people are paying the cost IMO is a very tragic situation. I hope they bring some reforms and make it like the US where not anybody and everybody gets through. The quality matters too. If people don’t know the difference between come and came how does the IRCC expect the workforce to be competitive. It’s freakin annoying.

I agree with you. Unfortunately it is what it is. It's become a case of "if you can't beat them, join them". Some people do this because they are fed up of getting refusals because IRCC just don't believe they really want a change in career or pursue a different path (You are currently in the same situation now being forced to change programs in order to get approved), but most people do it to game the system. Those are the ones that irks me :rolleyes: . Karma DOES usually catch up with the fakers who exploit this loophole - they usually flunk out of school, work illegally and violate their SPs, making a royal mess of their PR dreams. They end up with nothing after wasting so much and time and money. So in the end, they usually get what's coming to them.

I however think it's just a matter of time before IRCC clamps down on the program change like they did with the DLI change.

I hear your point. In my opinion, and not because of my academic background but when someone asks for copy of SOP, makes me have second opinion about the applicant. If i pay consultant to write it down, again thats another issue. If someone wrote it down and ask you to review thats makes lot of sense and applicant put an effort to come up with some idea unique to their situation.
Now as we both know majority of applicant intention is to immigrate, so changing program that save them money and time and yet gain Permanent residency is okey, and nothing is wrong and we cant make that judgement. But when you have someone with very strong profile and simply reject because he/she lives outside of their country of origin is something that doesnt make sense to me either. But at the end, its up to this Country to decide who they let in and not.

I had my first US Visa one week after applying and it took me 15mins interview at the Embassy and at the end he said “Have a good travel to the US”. If Canada had interview mechanism to make determination, somehow applicant will have opportunity to make a case. Other than that, the best way if there is financial resources is Judicial review. If they have lots of JR, it put pressures to IRCC to attend hearing and somehow they will lift up some conditions or add others.

Rules have changed since most of these posts. You must reapply for a new study permit if you want to change courses or schools if you have already received your study permit. If you haven’t received your study permit yet I would send a webform with your new LOA and indicating that you have switched courses.

my consultant is saying there is no need since the institution, fees and time duration is same.And on cic website there is no valid information for change in course
