Unfortunetly we are both not vaccinated and it is unlikely that we will be in time.
We would like to Move to canada permanently sometimes in July. I know that the rule might change by then, but we were hoping to buy the tickets soon and the last thing we want is to be stuck in a hotel for 3 days with a baby and having to pay x amount of $ as well.
As one of you is citizen or PR, yes, you can travel (under immediate family exemption).
No-one can tell you right now what rules will apply precisely - but press is covering rumours that should be announcement any day now. The reports suggest PRs/citizens and their families can enter and basically the hotel requirement will no longer apply but quarantine/isolation in own arranged accommodation will. (Vaccine would - reportedly - mainly serve to shorten/remove the isolation period).
So I think you can reasonably confidently book tickets and wait for now on the quarantine hotel booking to see what is announced. These aren't really rumours as health minister has been speaking publicly on it, although without details, the details seem most critical/important for the 'edge cases' (which I don't think you are).
The requirements for covid testing etc likely will all still apply.
