This process is very unpredictable. A 40 year old can get through with a PGC and less funds and a 22 year old going for masters won’t get through with lots of funds. Honestly it’s all based on luck (for a lot of applications), not everyone will understand that here and they don’t have to. Your application, the place you are applying from and the VO your application was looked at by is a very case by case scenario which honestly nobody can give you a clear answer to. You can make a strong SOP and letter of explanation of the refusals. Upgrade course if necessary, add more funds + assets to strengthen home ties. It’s frustrating but people have gotten through after making significant changes. If you want I’ll send you an SOP and an LOE of a person who got refused thrice and got through the 4 time with the same course which was a 1 year finance PG certificate after 10 years of work experience.
I have done what I could on my own. This time around I would be hiring a lawyer, though it would be expensive but that's the only way forward for me now. I made a strong case to the best of my understanding and it didn't work at all. Now an expert needs to take over while I need to take a back seat. I would be giving my IELTS Academic soon.

What were the refusal reasons? And GCMS notes? What did that say?
GCMS says I have done BA in engineering, the officer is not literate enough to know that engineering is not a bachelor of arts degree, but anyway. Family in canada, weak home ties, job prospects, no progression, irrelevant course, strong ties to canada

Masters carry more weight in general. It's a natural up-gradation post-Bachelors and a safer route for VO's approval.

I chose the first college I applied to and got accepted at. Everything happened so quickly for me; I went with the flow and didn't wait and ponder.

Some of the reasons I believe Masters is better:

1) It's so cool to study at a proper university. Most colleges that give PG Diploma are like degree mills. Half of your class will be filled with people who don't give a damn about studies.

2) Uni's offer a lot of scholarship. Colleges - hardly.

3) Seriousness. I am studying at one of the top colleges, yet I feel that the professors are not serious about their job. They don't feel qualified enough.

4) Many universities offered either more than 80% reimbursement from the compulsory hotel and home quarantines or provided free or heavily discounted quarantine stay at hostel premice. It proves tht they have the decency and resources to care for their students.

All in all, don't listen to consultants who will tell you that you don't have enough scores in your graduation to qualify for universities. Apply and see.
Don't listen to them if they tell you you are too old for Universities.
I agree

I was 46 when I got my SP application approved on first try. I went for a 2-year college diploma program. Bachelors was different from my work experience. I did Aeronautical Engineering and have 20 yrs of IT (both in systems/network administration and software development). I explained in my SOP that, although I have decades of experience, I can’t get promoted to senior positions simply because I don’t have the educational credentials. Finished my program with honours in 4 consecutive semesters (no summer break). Worked no more than 20 hrs per week even with two on-campus job. Got 1 year PGWP because my passport will expire in September. Applied for extension after passport renewal and got an additional 2 years.

IMHO, it depends on how you could explain how your previous education and work experience is related to your intended program (or would lead to career progression). But I also agree with the other comments to try going for Masters.
I am also 46 right now and planning to apply for masters. It was nice to read your post- very encouraging :)
