Dependent visa query

I have inquiry on dependent visa.
My wife's student visa got approved in April 2021. Somehow because of flight delay she could not reach there and studying online from home now. For safer side I would like to apply for my dependent visa.

-Could you please let me know if I can apply for my dependent visa before she lands in Canada?
-Please let me know the process in case.
-Could you let me know alternative if above is not possible?

There is no such thing. You apply for an open work permit or visitor visa. You can apply. Depending where you live processing takes months. It is not guaranteed as you should have applied when your wife applied.
