Is it possible to receive OWP before AOR in case of inland spousal sponsorship?
It's possible - but highly unlikely. If you've had some version of a recent work or study permit in Canada the OWP will be processed fairly quickly after AOR. If you have no permit history you'll likely have to wait until you AIP before the OWP is processed.

In any event, you're likely going to be waiting between 3-12 months for an OWP.

I am in Vancouver on a visitor visa. I have extended it also waiting for visitor record.
I have been informed by CIC that my documents( OWP and PR) have been received on 11 March.

Your visitor visa and extended visitor record are not part of the work/study permit world, and as such won't speed up your OWP application process. You'll likely have to wait for AIP before your OWP is approved.

I'm an Inland March 2020 spousal sponsorship PR/OWP applicant (in Vancouver) with no work/study permit history and I'm still waiting for my OWP. I did manage to have my application package delivered one day before the government of Canada shut down due to the pandemic (Friday the 13th, 2020), so my timing was especially bad, so hopefully yours will go quicker.

-Received by IRCC on January 15, 2021,
-AOR received on March 15, 2021 (with a temporary application number),
-No updates since that.
My questions are:
1-Is receiving the AOR with a temporary application number means that my application is complete and it's only for process to begin?
2-Has any one received the AOR then he got his application documents sent back to him because it was incomplete?
3-I didn't apply for an open work permit, is it possible to apply online or should i sent a paper application ?

1 - No. But your final application file number is the same as your temporary AOR number minus the X at the beginning.
2 - No.
3 - Not sure, but most likely you can still apply online once you get a proper AOR.

Yes, your application can be sent back for incompleteness with a temporary AOR (i.e. XF1234...).

Once you get your AOR (i.e. F1234...) it shouldn't be sent back for incompleteness.
