I travelled to Canada in November 2019 was expected to return in March 2020 Covid hit and I over stayed my visa got restored in 2021 and I returned to my home country after restoration. TRV is valid till November 2021.
Gained admission to SAIT for September 2021 intake for Diploma in IT with Network systems major.

You overstaying your visa is the main reason for this rejection. Also, after high-school, do a bachelors, not a diploma.

Another point; you are 21, at this age people are applying for a PG diploma OR a Masters, you should justify your gap either by work experience OR attach what you did during the gap.

So my sister is a Permanent resident in Canada. I visited her in 2018 and 2019. over stayed due to Covid because I was supposed to return in March when everything was shut down.

Don't think that would really help your case. You over-stayed, your sibling has a canadian PR, you're applying for a low quality diploma after high school (not even after a bachelors). Your best bet would be, to complete your bachelors in your home country and apply after a few years.

• How much money did you show? whose money is it?
• Why would you opt for a diploma in IT instead of a Bachelors? There's nothing you'll learn that you can't learn for free/cheaper on LinkedIn, uDemy, Coursera or even youTube. The VO is right - with a diploma in IT you don't have a great job prospect as the IT market is generally oversaturated and you'd be competing with people with better/higher qualification.

looks like vo threw the entire refusal guide on you. after 1st refusal you must make a perfect flawless 2nd application with strong profile and documents. otherwise it will be very very hard to get approval. as stated above. you need to explain everything from scratch. vo won't assume. they will evaluate what the see and what they have on their system about you. good luck.
