No, but in personal history he needs to mention what he was doing during that time. There can’t be any gaps in personal history

Actually he was working as an Audio Visual engineer during that time period but he didn’t get the experience certificate from the employer for some reasons...so without an experience letter how can we fill the gap ...

If you are not claiming points then you don’t need to mention this in work history. But in personal history you can still mention it and then in LEO explain that you didn’t claim points for this job and don’t have experience letter.
