My spouse's in-law is a Canadian citizen and has been living in Saskatchewan for almost 12 years. She was out of the country for her marriage and stuck due to Covid situation. But returning back to Canada in June 2021.
Since she has not been in Sask for the past 12 months, I can't get utility bills, but since she is a Citizen I can get all the other evidence and he got a new house from Sask for rental for 16 months from August as well. So can I claim 20 points through her even I can't submit utility bills for the past 12 months?
What are the other documents I can show such that she has been in Sask and financially independent other than utility bils?

Who is your spouse’s in-law? I assume your spouse is the main applicant. To be eligible you need to wait until the person has been there for one year as you need proof of her living in Saskatchewan for the last 12 months. She needs to show her income for at least three months in Saskachewan. Rental agreement, house ownership, health card, Driver’s license are some ways. Does she have children? If so show that they have been enrolled in the public school system for the past year. All the requirements on the website.

MY wife's brother married to a Canadian Citizen and I refer to her as the in-law of my spouse.
She has been in Sask for more than 12 years. I have all the other documents of her except the utility bills. So do I need to wait for 12 months or can I proceed with the other documents without utility bills?

I will be the main applicant.

So what is your brother in law’s status if married to a Canadian citizen. Your relationship is to him not the Canadian citizen. As stated above they need to show that they have lived in Saskatchewan for the past 12 months. You proceed when they have lived there a year.

  • Proof that they have been living in Saskatchewan for the past 12 months:
    • Utility bills from the past 12 months from SaskPower, SaskEnergy or a city or town office. (We will not accept phone, cell or cable bills).
    • Saskatchewan Health Card or Saskatchewan driver's licence.
    • Proof that the family member is a registered tenant of a Saskatchewan address (a lease agreement and rental receipts or a proof of ownership). Include the names of other occupants at this address and their relationship to them.
    • Proof of receipt of income for the past three months.

It says the applicant or accompanying spouse as in the above site.
"The applicant or accompanying spouse has a family relative that is a Canadian citizen or permanent resident living in Saskatchewan. This includes a: parent, sibling, grandparent, aunt, uncle, niece, nephew, cousin and step-family members or in-laws of the same relationships. "

So the citizen will be my spouse in-law right ?.

The concern is that I can show all the details of the Canadian citizen married to spouse's brother immediately rather than waiting for another 12 months.

But do they live in Saskatchewan now? They need to live there now and for the next 12 months. Living there in the past doesn’t count. Your in-law is not the citizen but your wife’s brother (in-law of the same relationship). Is he a citizen or PR? Your wife’s in-law is the citizen so if she is the main applicant, it would count.

Ask SINP if they aren’t living there when you can apply and clarify the relationship.

Thank you for your prompt response.

Since the site says 'OR' there as "applicant or accompanying spouse " I thought even spouse inlaw can be considered.

One other question, where can I get the SINP application set along with the close relative's application.

No I'm applying under SINP Occupation in Demand.

One another question, I'm working as the head of the project delivery office, so my best matching NOC code is 0213, is it correct?
