Applied for Paper Based application to IRCC but no any reply after 3 months

I have applied for paper based application to IRCC and my application reach to NS - IRCC office on dt. 23-Feb-2021.

Yet I have not received any AOR or any conversation after that. Earlier the AOR was about 2 months but in my case it is already 3 months passed.

If you can provide any contact details or email id where I will get the actual information regarding my paper based application, it would be great for me.

Processing time to receive AOR is atleast 6-8 months , even if u send them a webform or call them they will simply reject it stating that your file is not in the system yet

I submitted my application for permanent residence in January 2021 under the SINP (PNP) - Occupation in demand stream but I have not yet received the AOR. Can someone guide me, when should I receive an AOR from CIO? I already had a upfront medical exam and paid for the application and attached the proof to the application.

Would you know why Paper application are being processed so slowly? Its really bizarre that EE are processed so swiftly while we as paper applicants have to just wait.

I'm guessing because of the backlog caused by 2020 covid. Processing in the offices must have become very slow because of new policies and rules.
Now IRCC said they have returned to pre covid speeds so the backlog will hopefully catch up to normal timeframes.
They started processing my application in March 2020, passed my eligibilty, medicals, RCMP check in July 2020. Since then there hasn't been any movement and it'll be one whole year now. Also to surprise you, I am July 2018 AOR applicant.

We all (temporary residents) thanks for what you are doing for Canadian immigration and hopefully you will continue to do so.

We are working for Canada during this pandemic (COVID-19). But we are shocked when the immigration department has not done anything for us yet.

We are INLAND PNP paper based applicants with Canadian work experience. Many of PNP applicants are already working as essential workers and contributing to this society during a pandemic. The Concern province has already verified our information. After that taking 21 months processing time is unfair for us. While in CEC (Canadian Experience Class) the PR process is being completed in 3 to 4 months. Like CEC, we are constantly working for CANADA.

We would like to tell you that our PR process is very slow. The first PNP nomination takes approximately 4 to 5 months after that paper based PR file processing time now takes 21 months. The worst part in PNP paper based INLAND applicants is that we are in the dark and do not know what is happening with our application because we need to wait more than 7 months to get AOR (Acknowledgement of Receipt).

There is a big risk that we lose jobs or reduction of working hours during COVID. If we lose the job then there is a possibility of losing the PNP nomination. If we lose our jobs then we have to start the whole process from the beginning.

Kindly request to give similar priority to paper based PNP application (INLAND) as CEC (Canadian experience class). Technically, both CEC and PNP paper based INLAND applicants in similar backgrounds and we highly request you to treat us equally this COVID time.


So we all request you to speed up our process.

I would call and check with the call center just to make sure. Here I've read a thread where basically the applicant had gotten dm 6 months prior but their ECAS was never updated.

Even pre covid there really is no pattern to their processing. Some June 2020 applicants got DM this month while earlier are stuck at AOR/Medicals.

Are you outland?
I am inland, based out of Calgary and it is being processed at the local office. I got my GCMS notes as of last month and I don't see approved or decision made kind of comment anywhere. Just the eligibility passed, criminality is in progress update. My medicals also expired last month. I reviewed notes thoroughly, compared date and times across multiple GCMS notes and could not come up with anything that would explain why they stopped processing my application after July.

I wrote a letter to Minister asking what the delay but I am not sure if they reply on this matter. My local MP says they are conducting criminality check but why is it taking this long?

Do you have any military/etc background declaration? Lived in a lot of countries? I heard that those cases take longer because IRCC will go very indepth in regards to security checks. And more countries means more work for the officer.
And it can become years if the relevant parties IRCC reaches out to never respond or respond with wrong information.

No, I do not have military background neither I lived in a lot of countries. In this past 10 years, I've only been to US for few days and Germany for only 5 months. For Germany, I saw a note by the officer that he was convinced my stay wasn't for 6+ months so he didn't need a PC for it. It was around that time the processing of my application stopped.
Its surprising, if they are doing background check with Germany, why IRCC is taking this long given that it's not really a country that would delay in replying back.
I ordered CSIS notes and from their end, they said there has been no delays and seems to me everything is clear. I ordered CBSA notes as well but given that IRCC directly asks these countries so not sure if there will be anything in the CBSA that would help.

I see. I feel your frustration. These long times are so unacceptable, especially since they seem to manage Express entry in literal months just fine without problems. Don't know what makes PNP so time consuming for IRCC.

I came across that thread in the past. Didn't offer much help. GCMS notes says my case officer was changed twice. Once in March 2020 and the older officer requested same documents I submitted initially and then a new agent was assigned in July requested the same documents again. The first agent didn't even review the documents. It was the second agent who assessed the documents, passed the eligibility and put me on hold. I even got hold of email of the VO office and have been in constant communication with the office. They say they have been forwarding all my inquiries, documents etc. directly to the case agent but I don't see any progress from his end. It seems like the case agent can't do much until he gets replies from other agencies which is quite bizarre how slow they have been. My background/security stuff is all clear.
