Visitor visa for a mother of pregnant woman for care

Hello,

My wife is pregnant and she is due in September. Currently she is on Sickness benefit as she cannot work due to health reasons. Now, we're planning to apply for her mother's visitor visa application to provide care and support during pregnancy and after delivery. I know Biometrics are currently closed for visitor visa but can we make an emergency case under "Critically ill immediate family member residing in Canada" per VAC guidelines?

Also, for the travel exempt permission, where should we apply? How can we expedite the process of visitor visa?

I'm not sure what would define critically ill but she definitely needs support and care...

Is her life at risk? Will her condition result life altering condition. For example critical illness could be end stage cancer, serious stroke, etc. You can certainly try.

No harm trying. You never know what IRCC will accept. In general they seem to be targetting emergency situations that are time sensitive like funerals, palliative care, sudden serious health emergencies, etc.
