What do you mean by spouse visa? Do you mean TRV? Or sponsoring your spouse to become PR?

As far as I know, you will need to get biometrics in other countries.

No such thing as a spouse visa. Are you a student on a PGWP and applying for a open work permit. Biometrics are not open in India. Your spouse needs to travel to another country or wait.
