I know someone who is in their 60's right now but lived and worked in Montreal as sales engineer (chemicals) from 1999 to 2002.

In 2002, he and his family got their permanent resident visa, but they went back to their home country and didn't fulfill the residency requirements.

His mother and brother (with his family) live in Montreal...

He has a High level of both English in French...

What are his options? Can his mother or brother somehow sponsor him or can he show proof of work (even though it was over 20 years ago)?

He wants to be close to his mother (she is old) but his brother is technically there with her, so I'm not sure about the sponsorship option...

Or his only option is to get super high levels of English and French as apply as a Federal Skilled Worker?

His mother and brother cannot sponsor him.

He will struggle to get enough points through Express Entry / FSW due to his age. Has the calculated his CRS score? He would need to get 470+ to have a chance of being selected and he will get no points for his past work experience in Canada. I would recommend he start by determining if getting a score this high is feasible for him.

Also, unless he officially gave up his PR status - he is technically still a PR. He could theoretically try to retain his PR status by flying to the US and then re-entering Canada via a land border using a private vehicle. The challenges with this approach is that he probably has a very high likelihood of being reported at the border for failing to meet the residency requirement. And if he manages to enter without being reported, he will need to live in Canada for 2 years before he can apply to renew his PR card (during which time he will likely find it hard to get provincial health care coverage, get a driver's license, etc.).

I also forgot to mention that he studied in Canada back in 1999. Which I believe gives him 30 points under the CRS score. Do you know if the schooling needs a minumum of 2 years in order to be considered valid?

He should get some points for this depending on the school / program.

Again, he really needs to calculate his CRS. This is a pointless conversation until he does that. Hopefully he has at least a Master's if not a PhD. He's going to lose a ton of points for his age. Again, he's aiming for 470+ to have a chance (not a guarantee) of being selected.

It's legal for him to try the land border route. However he has a very high chance of being reported. If he is reported, IRCC will move to revoke his PR status.

Does his wife have PR as well? Or did he marry her after getting PR?

They look at CRS score only.

Note that there have been no FSW draws yet this year so many / most of us are expecting scores to be 480+ or higher when the program reopens (if it reopens). There is also talk of the government revamping this program and making it NOC specific potentially, along with other changes. This could potentially include age restrictions. Who knows - nothing is really announced yet.

They can certainly do that.

Keep in mind that they have to pass a medical along with the Express Entry program so the longer they wait, the greater the risk that might be a probelm as they get older.
