I know someone who is in their 60's right now but lived and worked in Montreal as sales engineer (chemicals) from 1999 to 2002.

In 2002, he and his family got their permanent resident visa, but they went back to their home country and didn't fulfill the residency requirements.

His mother and brother (with his family) live in Montreal...

He has a High level of both English in French...

What are his options? Can his mother or brother somehow sponsor him or can he show proof of work (even though it was over 20 years ago)?

He wants to be close to his mother (she is old) but his brother is technically there with her, so I'm not sure about the sponsorship option...

Or his only option is to get super high levels of English and French as apply as a Federal Skilled Worker?
