Yeah, as we said. People won't bother to read the instructions because...OH! THERE'S NO INSTRUCTIONS.
Of course people will pay upfront, there's a lot of hype so if IRCC opens a payment page for this they can't expect people not to pay upfront if given the possibility, especially since they gave 0 context.

A simple tweet saying: "Hi guys, we're testing the TR to PR portal payment page, don't pay!" would have worked

I suspect the process is not built to allow you to upload receipt! So you will have to pay on the day or else its not submitted. You will get a refund eventually but still sucks.

The payment tweet says one thing but the payment fees portal has TWO sections stating that it will be a receipt upload and that if you paid upfront you'd get a refund IF you don't meet the cap in time (which we all knew as we paid for it). I'd certainly trust the official payment fees website rather than one tweet (the intention of the tweet is so people pay when their application is ready to submit, but it doesn't mean you did something wrong by paying beforehand, you're just risking waiting for a refund IF you don't get a spot or aren't eligible.

It is a receipt, the payment page literally says this. Click on "some online permanent residence applications". How much more obvious can it be. It's spelled out:

For some of our online permanent residence applications, you can’t pay within the application. Follow the steps on this on this page to pay.
When you finish paying
  • save a copy of your payment receipt
  • attach your receipt to your application using the instructions in the application.
Affected applications
  • Temporary resident to permanent resident pathway (TR to PR pathway)

He's not commenting on behalf of IRCC. IRCC responded to his tweet and said people should not be paying in advance. The "do not pay in advance" message came direct from IRCC.

Also, is it true that after today's briefing PCCs are actually required upfront? Can anyone confirm?
I really want to know where you guys are reading this, and if there's a pdf with the briefing details out there. If not, well, someone is spreading misinformation...And that's what happens when IRCC drops a bomb and flees. People start making up their own theories and making everything more confusing.

If IRCC doesn't update before the stream opening day, this is going to be a disaster.

So a contradiction, on Twitter they say dont pay using that link. We shall see.
