I don't get that part, for me it isn't clear.
The 8 months is a reference to people who took two separate programs. If you took two separate programs that are at least 8 months each, you can add them together to get to the 16 months. If you only took one program, it must be at least 16 months long for you to qualify for the program.
If you read the statement earlier, it says if your program lasted at least 8 months and you received one of these credentials: Associate, Bachelor’s, Master’s, or Doctorate, then you qualify.
If you have received any other acceptable credential, it should have a length of 16 months in total at least.

1- IRCC will upload the application guide anytime from now on, so we might not have to wait until May 6th after all
2- It won't use the same portal as AIPP, PNP, etc. Might look very similar.
3- Application wizard will generate the checklist for you
4- Imm 0008 is definitely going to be required, he says it's not going to be online so we'll have to use acrobat
5- Imm 0008, the drop down list issue: the program will be probably be under economic stream, there are chances they update it before May 6th.
6- Kinda fluff, but he mentioned there's going to be a lot of people asking for the day off or getting a sick day :')
7- He kinda hinted the stream will open during office hours
8- We're going to have to pre-register, complete and submit the applications. Until you submit you're not in. You must submit your complete application.

17- Electronic results of IELTS will work (email or online portal), you don't need your physical IELTS report.
18- All IRCC wants right now, is to meet the immigration quota
19- It's completely OK to pay the application fee right now
20- Reference letter should be less than 30 days old, he recommends us not to wait until May 6th to request it

If you studied 16 months in “Designated Learning Institutions” in Canada, it does not matter what you study or which NOC you have.
They've stated "It is recommended" to pay the right for permanent residence upfront for future delays...there's no word "must". Here's the statement:
"We recommend you pay the right of permanent residence fee (CAN$500) now to avoid future delays. You will have to pay it before you become a permanent resident."
