Passport Request Letter But No Decision Made - Outland Spouse Sponsorship.

Hi guys,
My wife got a passport request letter today with instructions of sending the original passport and photos. They gave us 15 days. There is not decision made on the GCKeys or anything. Does it mean her PR is almost or certainly approved? Is the COPR issued after? Sorry if this questions have been asked before.

Here is our Timeline in case anyone wants to know. Outland Application :

• January 21 2020 - Application Sent
• February 19 2020 - AOR and Sponsor Approved
• March 7 2020- Police Certificate
• April 13 2020 - Additional Documents and CSQ Request
• August 2020 - Quebec Application Approved
• September 20 2020 - CSQ Issued and Received
• October 15 2020 - CSQ Sent to CIC
• March 15 2021 - Biometrics Request
• March 19 2021 - Biometrics Done and On File
• March 24 2021 - Medicals Requested
• March 24 2021 - Pre Arrival Services Letter
• March 30 2021 - Medicals Passed
• April 9 2021 - Webform and Email Sent with corrected Form regarding a previous tourist visa refusal 8 years ago.
• April 23 2021 - Passport Request Letter

DM only shows on ecas, and PPR doesnt show on gckeys or ecas

When ecas shows decision made then what happens after how long do u get your PPR and is there still a chance of refusal

Decision made is never shown in gckey (only ecas) so that's not surprising.

Passport request is a positive decision made. Once you submit passport and etc., you'll get it returned eventually with COPR (and visa if needed).
