I don't understand why these should bring any further worries to people without an ITA. These literally say nothing useful and are just vague statements signaling some changes in the near future.
folks are reminded of ARRIMA cancellations that happened a couple of years ago. The reforms they meant may have a hidden agenda that would be cancelling FSW-O applications, or maybe FSW-O with targeted NOC draws.

makes sense thats why all applications on hold, but no one can be sure. That 90k intake is what's making me uncomfortable.

By the time FSW draws are back, at least 9 months will have been passed since the last FSW application and I'm quite sure IRCC wouldn't cancel applications after at least 9 months of processing. Instead of that, they can choose to not resume FSW draws until the changes are in effect. Targeted NOC draws is a much higher possibility and isn't that bad to be honest. We've seen that in the past. As long as the applications are open to outlanders again, it's only good news.

But that ARRIMA cancellation made sense isn't it? Quebec was handling out PR on first come first serve basis. But for FSW, draws happened.

Currently the CEC applications received between June 7 and June 13 2020 are being processed at full capacity, also the other application backlogs are being processed but it's not high priority since it's not at full capacity.

Any idea on the processing capacity of the 90k streams?

FSW applications from 2020.
They're processing it but very slow, as CEC is the priority now, cause most FSW are outlanders and their country of residences are under covid threat. Canada should consider their own citizens as the first priority. This is fine but streamlining is actually a bonk on prospective FSW-O applicants. Let them delay it for several months we would wait , but streamlining is terrible

I meant this: https://www.cicnews.com/2019/06/quebec-passes-legislation-cancelling-thousands-of-pending-skilled-worker-applications-0612413.html#gs.z0mzvo

As far as I know, Quebec had its own immigration system, and in a matter of a few days they announced they'd cancel ongoing PR applications submitted after certain date in favour of a new system "that would better align immigrants with Quebec's labour market needs" which to me sound awfully similar to the wording of budget 2021 for EE.
IRCC did something similar with FSW applications back in 2012.

"During his 2012 Budget Speech, Canada’s Minister of Finance announced that, in an effort to deal with the backlog of pending Federal Skilled Worker ("FSW") cases, the Government would enact legislation to cancel all applications filed prior to February 27, 2008. This is proposed legislation only, but if passed it will be retroactive to March 29, 2012.

Under the proposed legislation, Citizenship and Immigration Canada ("CIC") will close the files of FSW applicants who applied before February 27, 2008, and who have not had a decision on their file made by an immigration officer by March 29, 2012. This proposed legislation is expected to affect about 280,000 applicants, including their dependents."

Holy f*ck, so after having them waiting for +4 years they just cancelled their applications?

Yes - that's exactly what happened.
