Yes, but you should have onboarded to flight after 11:30 pm EST (22/4/2021) plus negative results in the transit location. Please check everything with your carrier. Sorry, it may be really frustrating and stressful. Just coz of several idiots who travel with false reports everyone needed to be penalized. What time is your flight?
There have also been many positive cases who haven't quarantined properly so that is also why there is a ban. Canada doesn't have extra beds to treat all the people arriving by plane with covid. With this more contagious strain people are getting infected on planes versus the wild type where it was rare if wearing a mask for the whole flight.

It may be possible if you can find a transit country that hasn't banned flights from Pakistan. Your spouse will need to take a PCR test at the transit location which may require remaining in that country for a few days if the airport doesn't offer PCR testing.

Thank you so much for your response. We are thinking he can fly via Abu Dhabi as they are doing 90 minutes test. Can anyone verify if they have been able to travel via that route ?

The government of Canada has a list of the tests approved for Abu Dhabi on their website. Even the Abu Dhabi airport website has a list of certified labs for Covid tests. None are the 90 minute test.

You might want to call up Etihad Airways and check, this might work out for people traveling from Pakistan via Abu Dhabi leveraging Etihad airways. This is directly from Etihad airways website.

Important information about travelling from Pakistan to Canada

  • Effective 24th April, Canadian regulations require all guests transiting from Pakistan to take a PCR test and receive a negative result before boarding a direct flight to Canada. Etihad is pleased to offer this test at Abu Dhabi Airport in line with the requirements. Payment for the test will be required during check-in at Pakistan for a fee of 17800 PKR . This excludes children under five.
You will still require a PCR test to depart Pakistan, and must purchase an additional PCR test to be taken during transit in Abu Dhabi to be accepted from Pakistan.
