I am a final year undergraduate student, applying for study permit (master program). IRCC just requested me to upload my Bachelor Degree. This confuses me a lot, since I haven't completed my degree yet and I will only have my degree in July. I know there are lots of final year students applied their study permit before the completion of degree. So why IRCC asked me to provide Bachelor degree?? Also, in all my documents, it states very clearly that I will graduate in July. The VO just ignored all these information??

There's nothing weird about them requesting for your degree. Was your offer letter conditional or not? If conditional, then you shouldn't have applied for SP until that condition is met.
Some people might have been able to do that and gotten away with it, but it's not the right route that means it's left to the VO's discretion.

My offer is conditional. But my school told us that there won't be another offer even the conditions were met. The conditional offer I have now is just the final offer. Also, the school suggested us to apply SP as soon as possible. That's a bit contradictory, isn't it??
As far as I know, there are lots of people using conditional offer to apply...I really don't know at this point.
The offer is called conditional because there's a condition attached to it. If the condition on the letter is that you submit your bachelor's degree and meet minimum admission marks, then I understand why the VO would request for it.
If you were to fail your final exams or not graduate in July for whatever reason, would the school still allow you start classes in Fall?

But I never thought this as a problem. For final year students, graduating in July is pretty normal and some master programs start at the end of August. Many people apply SP in advance and clear conditions later. So I just took it for granted.
At this point nothing I can do. If the VO insist on having my degree, the only way is to apply in July. But TBH, if another VO reviews my application, there might not be any problem I guess.
there will be same problem if another VO process your application. Most offers are conditional and becomes non-conditional once conditions attached to it are regularized. Its not pretty normal to be granted visa if conditions are not met on presumption that what if you won't meet requirement for fulfilment of your degree? if it happens then that would be an oversight, very rare. In your case, then you will have to wait until you meet that requirement, and reapply. Im sure even University you are going to attend will need proof of your final degree too. there is nothing weird about that requirement,
