Making the home quarantine system more strict and stricter checking would be the way to go.If there are travel restrictions Brazil will likely be on the list. I'm surprised it hasn't happened yet but the government doesn't operate using logic so I guess I'm not surprised. If you look at the list of international arrivals there are many flights coming from India (although some are coming from common transit airports so not 100% accurate)that have had covid positive people. Many people arriving from South America, especially Brazil, also creating issues. People from the US are also bringing covid but that is harder to stop. Unfortunately our quarantine rules are still very ineffective and people are also not following the rules. Many are arriving from hotel quarantine and not isolating from their family and often infect their whole family or extended family. The p1 variant explosion out west is due to someone from Brazil arriving and not properly quarantining. Canada is not doing a good job verifying that people are remaining quarantined and the quarantine hotels are not run by public health. With the double variant in India and other less known variants people are concerned that vaccines will not be effective. Many other countries have taken decisive action when it comes to protecting their country from hot zones but Canada is painfully slow at making decisions and keeps on repeating how we have the most strict border policies which they know isn't true.
Think there needs to be a combination of both. Many traveling to Canada are not really essential travelers and in covid hot zones we should be limiting who can enter if anyone. Totally agree with this. Government has been slowly to act and most public health orders are not that effective, with current resources in the Police, diverting significant part for covid compliance and enforcement is another challenge. It makes no sense pubs were opened before closed indoor dinning and allow patio. Patio dinning looks very busy now and if you look at the people hanging out, im sure they are not not from the same household or comes from same social bubble. Many airlines having been taking out their seats and been just flying cargo in addition to other purely cargo airlines. In Ontario you can't travel to the next province and haven't been supposed to travel out of your area for a year yet we have tons of people flying in daily. If you want to visit family you can fly according to the rules but aren't supposed to drive a few hours away. Given that we are flying people in with covid and we are very close to a medical triage situation who will get priority? Will OHIP holders get priority for the nurse or ventilator? Not only do we have to be concerned about bringing yet another extremely contagious variant into Canada but some provinces are almost out of ICU beds especially ventilated ones. Why would we bring in flights with track records of positive covid cases. I think the number is underestimated because many transit through other countries so flights from Doha, Dubai, Frankfurt, London, etc. who have covid cases could have also been from India. We are still not verifying quarantine plans on arrival so some are quarantining away from family after hotel quarantine but there is a huge proportion who isn't. Not sure how hard it is to ask people to describe their quarantine plans and identify the inadequate plans. This has been going on for over a year and has lead to big problems including introducing the UK variant in Muskoka region including to a nursing home that killed a large proportion of the residents.Totally agree with this. As Canada depends on Supply Chain from other countries for basic needs, total flight ban will have impact to the economy and can create scarcity of commodities. Most Airlines have mixed cargo and passenger model.

Did I miss something? Don't think it said that in the article. Moving to a mandatory 14 day quarantine in a hotel or government facility has been adopted in many countries pretty successfully. The land borders create problems for Canada because people will try to avoid quarantine if land borders are exempt.Looks like they will tighten qurantine rules. 14days completely stay in hotel rather than home.
