Hi, I have a question about how to fill in question 9 of the IMM1294, which asks about the "country where applying"
I am a student studying abroad in Singapore, but I will be graduating in a few weeks and moving back to my home country. I am however intending to go for graduate studies in Canada in September, so I am applying for a student permit online, and I have to answer question 9: "country where applying."
So, I wonder if I should put Singapore or my home country as the "country where applying"?
Since I am currently in Singapore right now, the obvious answer is to pick Singapore.
But here are a few issues.
1. Should I put my home country as the "country where applying"?
2. Should I simply wait until I go back to my home country before submitting an application? If so, will applying for a study permit in early June be too late, given I intend to go to Canada in late August?
3. In the event that medicals and biometrics are requested, can I use international facilities to get them? Or must I perform the medical/biometrics only in the "country where applying"
Thank you!

But here are a few issues.
- By the time the application is finished processing (9 weeks according to here), I will be living in a different country. If they request biometrics or anything, I will be unable to visit the Singaporean facilities.
- My home country's processing time is estimated to be 2 weeks, compared to Singapore's 9 weeks (according to here).
- There is a quarantine period for travel between Singapore and my home country. So I can't just travel to and from freely.
