ASking about GCSM note (refusal letter vs GCSM note )

I was refused on Jan 18, 2021, because the officer didn't think I would return based on
1. travel history
2. family ties in Canada or home country (i don't have any relatives in Canada but I also don't have a wife or kid in my home country) (AGE = 29)
3. personal asset and financial status ( i didn't attach my bank statement since my parents were sponsoring me .... I think that is my biggest mistake)

Should I wait for the GCSM note ( I heard usually immigration officers give generic answers on the refusal letter but give the real reason on the note) or just apply by address the above points.

have you experienced (heard or read about) any differences between GCSM note and refusal letter on the reason of refusal

3. Need to show assets especially your own. You are 29 so your parents should not be sponsoring your full tuition.

program: I have a Bachelors in civil engineering but I only worked 1 year with it....instead I work as a graphics designer for 3 years....... I applied for PROJECT MANAGEMENT at Centennial College

1. I have no travel history
2. I live in my home country

Can the refusal letter and the GCSM note differ in some way.....because I think I heard one guy got refusal based on personal asset and financial status but on the GCSM note the officer was not convinced about his studies ( which is not mentioned in the letter)

is this a common thing?

Yes GCMS notes are good to get because you will read all the notes. How will project management help your career in your home country if you have been a graphics designer for 3 years. Project management programs can be taken anywhere, why Canada? At 29 and working for 3 years, your parents shouldn’t be fully supporting your studies.
