Since my husband is in st Vincent and the Grenadines I don't no what would be faster for approval to file PR or apply for refuge because there country is under state of emergency real bad

Definitely sponsor him for PR as your spouse.

Is he in Canada right now? He can only apply for refugee status if he is physically in Canada. Generally this is not a recommended path if someone has the option of getting PR through spousal sponsorship instead. The refugee process is a much harder and longer process than spousal sponsorship. Also, natural disaster are not generally accepted for refugee cases.

No he is in st Vincent but because of the volcano and it getting worse I would get him here quickerbut thank u so much

TRV would be the fastest way if you haven't start the spousal sponsorship application yet.

Would warn you that your asylum suggestion is likely a bad idea. You can consult a lawyer but he does have other options to relocate to another island and in general as @scylla said the volcanic eruption is temporary and although very unpleasant right now once the volcano stops erupting the clean-up process will start. I would suggest trying to apply for a TRV based on compassionate grounds referred to as PHAC. That would be the fastest way to try and get him a TRV and get him to Canada although not guaranteed.
