Yes it is, and it's the best thing to do if you intend to take your spouse with you, especially in these COVID times. The online application has a questionnaire that will ask you how many people you are applying for and what kind of permits/visa each person needs. Once you provide all the answers, it will generate for you what forms you need to fill for each person and what documents are required.

No one is entitled to a work permit. They can apply but they are not guaranteed, if they do not convince the visa officer that they meet the requirements.
my apologies for the word that I used.. of course you need to apply for it.. I did not say that it is guaranteed.. if you will read my post, I said that "they are entitled for an open work permit".. what I mean is that the spouse of an international student can apply together with them for an open work permit.. as long as you prove that you are a spouse or common-law-partner, there's a high chance to get the approval, its not a guarantee.. take note, I never said that there's a guarantee...

Careful on the word “entitled”. No one is entitled to any permit. SOWPs aren’t guaranteed.

Entitled means you have a legal right to it, so guaranteed - I guess it was a wrong use of the word in this context :) .
