SINP - Will I get NOI while my score at 64 ?

Hi Experts

I am planning to apply for SINP (Saskatchewan) PNP program, I have 64 scores only including IELTS, Can I apply for EOI ? If I apply, will I get NOI ?
Because my score does not falls on the latest draw of 70 or 71, How are the chances for me getting NOI at 64 ?
Will they be sending invites to lowest scorers also ? If so, How long we have to wait for getting NOI. Please explain.

64 is too low and has not been that low in 3 or more years. Unfortunately You will not get an invitation. You want a score of 68+. Are you eligible for Express Entry? What are your IELTS scores...is there room for improvemen?

My NOC is 4031
My IELTS score is CLB7
Unfortunately 4031 is an ineligible NOC for SINP (check the website under ineligible occupations) because it is a licensed profession. You need to have a B.Ed and meet provincial requirements to be licensed to teach. So you will need to focus on Express Entry.

I actually wanted to type 4021 vocational and college tutor.
I also have a B.Ed and M.Ed but can't meet the provincial requirements for licence as I am not on ground in Canada.
Express Entry means that I have to retake IELTS.

I have been thinking of how I can get a connection (friend or a link) in Saskatchewan to earn me the remaining 5 or more points that i need to get nominated.

So what do your employer letters state for responsibilities? That is your NOC. NOC 4021, I don’t think is selected often for draws. Again you can check the draw sheet. 66 will not get you invitation. Are you eligible for Express Entry?

Friends don’t give you extra points, only close relatives.A close relative is:

  • A parent..
  • A sister or brother.
  • An aunt or uncle.
  • A niece or nephew.
  • A first cousin.
  • A grandparent.
  • A step-family member/in-law of the same relationship.

I have noticed it that NOC 4021 has not been picked for over a year.

I am not eligible for express entry as I have put in an application but was declared invalid by CIC

And I don't have any of such in Saskatchewan.

I only have a cousin in Manitoba

You are not eligible because of several factors combined - age, education (ECA completed), low language scores, work experience.
