Applying for a travel exception (Mexico-Canada) April 2021

Hello! I am new here and have been reading a lot of posts about this. I want to use this thread to ask some questions and share my experience as it develops and hoping it can help someone else!

So, I am a Mexican Citizen in a relationship with a Canadian citizen for a little more than 2 years. During that period we both have traveled to our home cities for spending time together (In this case, Mexico City and Montreal) The last time I returned to Mexico City was exactly 3 weeks before the traveling restrictions were put in place and the border closing. So, I am sending my request this next Monday for my written authorization, so here's what I have so far:

1. I already have a valid ETA since 2019 expiring in 2023
2. Tomorrow (April 9th) he will be signing the statutory declaration with a notary public (I want to add something here since I couldn't find updated info about this, but, currently the IM006 forms are eligible for an online signing with a notary public even if both, the notary and the Citizen are in different provinces, in this case, my boyfriend is in Québec and the Notary in Ottawa).
3. As the reason for traveling I'm putting "reunion with my couple due to Covid" (Now, I'm choosing these words since I will intend to quote this on my written request)
4. I have been doing a draft for choosing the right words that explain the situation and trying to keep it at the same time short and to the point, so I am adding the requested data (passport number, proof of citizenship, etc) and I am explaining that the reason why we have to reunite is that his current work situation is allowing him to have a place of his own, so I won't be sharing or seeing anyone else, we waited until both of his grandparents and parents were vaccinated, so in case of an emergency, we wouldn't be putting them at risk, my work has become 100% online, I will continue to be employed and getting paid in Mexico, and I am adding the most important reason at these times, which is mental health since we haven't been able to see each other and having to take care of his grandparents and parents (grandparents both with terminal illnesses) his mental health has been deteriorating, so my travel is essential as reuniting with family and give my partner support (both physical and mental).
5. As complimentary proof, I have my return plane ticket of the last time I was able to be there, for proving having seen each other in person several times, and confirmed plane tickets that had to be postponed due to the restrictions (which I think will imply the intention of reuniting through 2020).
6. Mentioning that I have already checked some suitable places to spend the mandatory quarantine and that I intend to spend it in Montreal, and then join him at his town Drummondville, after I am released and can't put anyone at risk

So, what are your inputs on this? Am I missing something or would probably need to add something else? So, I'm looking forward to hearing your thoughts and I will be updating how's the process going. After the announcement of new lockdown measures and the third wave already happening, thought this might be helpful for some other people. :)

How much time have you spent together in person? It is very hard to know what is determined to be a significant relationship when applying for an exemption. You would say that you want to reunite with your partner/girlfriend/boyfriend and not your couple.

Before my last trip, we used to see each other every 2 months, either he'll come to Mexico City or I'll go to Montreal.

And yes! I totally agree, those words have a stronger meaning.

How much time have you spent in person? Did you spend a week together every 2 months for a year, a weekend together every 2 months, ...?

For every trip, it'll be at least 20 days, others were a bit more. And the postponed plane tickets that I have, are for 35 days. Also, maybe it'll be a good idea to explain that because my work is 100% online I intend to spend the summer there? Could that work as an answer for the "more than 15 days trip"?

If you spent 20 days together 5 times then there is a good argument that you have a substantial relationship. I would focus on stressing that you are supporting your partner as he deals with the terminal illness of his parents. It is not a bad idea to clarify that you are planning on coming for the summer and not moving to Canada which you can't do at the moment.

Can anyone advise if it is easy or not for my wife and child to get a TRV and visit me in Canada? I am a PR and intent to sponsor them inland. They are exempt from current travel restrictions as immediate family members but i am not sure if it is easy to get the visa in the first place.

No in general it won't be easy but you should attempt. You will need to prove that their ties to her home country are strong and they are only coming for a visit.
