Same here. Application status online is non existent..Guessing it has not started processing yet. All I have received is AOR in Aug 2019.
order GCMS notes. Paper applicants are in a limbo everywhere i guess
It only applies to application submitted after April 1 AND it's only the Right of Citizenship fee being refunded. AND, the refund is only issued if the delay is between your DM and Oath. Update: I wrote my test today and passed 19/20.

I'm June 2019 applicant, completed the test in March 2020. still IP
I guess for us it's the Security check is pending and taking for ever
I guess most of August 2019 applicants are "In process" status for quite a while including me. Check your GCMS notes most likely its residency verification that is taking longer. It also depends which office is processing your application.
Got my online test invite yesterday. From Vancouver BC.
