Decision was made in Jan 2020.
Application was received by IRCC on Mar 20.

my question is : Will COPR be sent along with the passport?

My application Was received 27 jan 2020 .. But till not got visa.. Medical done feb 2020

Seems like you got the medical request quite late.
I'm sure you'll get PPR soon. CIC is very random regarding the sequential processing of applications .

We live in the US and submitted our family class PR and it was delivered late Jan. We still do not see it linked to the account. How long did it take you from delivery for your application to be linked to your account?

IRCC won’t link it to your account. They will send you a letter confirming they received it with an application number. You can then use the application number to link it to your account yourself. Time estimates are pretty useless at this point.
