I asked this question in another thread too but i'll ask for your expert opinion too @legalfalcon

At what stage, file moves to Local Visa Office for FSW - Outland applicants. Is that after eigibility is passed and only final check is left ?

I got my AOR end of Sep and file moved to LVO end of Dec and crickets since then.

Quick question @legalfalcon
Do you know the exact wait time from passing all stages to actually getting the approval in my CIC account?
Also, is the secondary VO responsible for issuing COPR or by local VO, what does a local VO mean? I am based in Toronto, so is a local VO the same as secondary VO??
Thank you in advance

Hello @legalfalcon
I hope that you are doing great. I am an inland cec express entry candidate. I have received my copr few days ago. I have applied through a representative and I had an lmia which was later on converted to closed work permit to claim 50 points for lmia. But my employer has not been treating me in a good manner. I was thinking to change my job and give him my resignation letter. But my representative said that I can’t leave the job until I receive my pr card. So I wanted to confirm when it would be safe to provide my employer with my resignation letter and will it have any impact on application? Thank you sir. Your help will be much appreciated.

If you have your COPR, you are a Permanent resident and you can leave the job and work for any employer or start your own business. The PR card is only a proof of your PR status and a travel document. However, for all other purposes, COPR is what shows that you have a confirmed PR status in Canada.

As per IRCC's annual 2019 annual report it takes 8-9 months for an application to process. This was pre-COVID
https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/annual-report-parliament-immigration-2019.html

How long did it take to process an Express Entry application?
Table 35 displays the time, in months, that IRCC took to process 80% of applications under each program. In 2019, IRCC did not meet the processing standard of finalizing 80% of all applications sourced via Express Entry within six months. The processing time for Express Entry, overall, was eight months. As an alternative measure of processing times, 60% of applications finalized in the 12-month period ending on December 31, 2019, were completed within the six-month service standard.

Table 35: Processing Times for Express Entry applications finalized by year and immigration category, in months

Federal Skilled Worker469
Provincial/Territorial Nominee669

Data is operational and as such should be considered preliminary and subject to change.

  • Processing times refer to the time in which 80% of applications were finalized by IRCC. The processing time is measured from the day a complete application is received until the time a final decision is made by an immigration officer.

Post COVID, the tidiness are all over the place.

During the processing of your application, your application can be transferred to any office for processing. The Local Visa Office is usually for outland applicants based on their country of residence.

To read on transfers, see https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/service-delivery/file-transfer.html

If you are in Canada, your application can be transferred to any office within Canada.

There is no hard and fast rule of when an application ill be transferred to the LVO. It can be done post eligibility, and even pre eligibility, and in other cases even after PPR is issued. It will depend on the requirements of IRCC, need fo any country specific specialisation for eligibility review and work load distribution.

See https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/service-delivery/file-transfer.html

Ok thanks for the information sir @legalfalcon. I feel relaxed now reading the above information that you have provided sir. So it means the lmia based closed work permit does not have any effect on the application after you receive copr. You are not longer bound to the certain employer.

I am an express entry candidate from india...AOR JAN 2020... medicals passed in March 2020...haven't heard anything from IRCC since then....i have a sibling living in canada....my gcms notes states that my application has been approved....is there any chance of applying for an exemption....as i come under extended family..... Thank you in advance
If you have a sibling in Canada, you can apply for a visitor' visa and an travel exemption.

If you have received a COPR and PR visa, you can request for authorisation to travel under the extended family exemption.

As a PR, you have constitutional right, and mobility rights. You are only bound by your employment contract nothing else. You will have to meet the notice period and other formalities.

But as a PR, you can live and work anywhere in Canada.

The paper based applications are very tricky as there is no information available on the processing.

Instead, you should send a webform or call IRCC from time to time and keep a check on what haps happened specifically if the eligibility has been processed or not.

Also, you can request GCMS notes 4-5 months post submission to know the exact status.
