apply TRV within Canada and get stamping in India

I had to emergency travel to India in March due to family medical emergency. And my TRV application is pending since Jan 12. I have requested for emergency processing 2 times with all medical documents but no movement on the case apart from email confirmation of receipt of documents. Any lead if there is any other way to expedite ? Does mailing CPC Ottawa or Delhi consulate help ?
