I'm assuming if everything is passed, its really down to the visa officer to just "okay" it. Luck of the draw at this point as to which visa officer gets to the application fastest I would presume.

Mine is approved and I am awaiting the Golden Email for 11 days now . Patience at every stage of the application.

Hopefully this week Etobicoke will send COPR for us . Most inland PR applicants are from GTA I guess there is delay in issuing COPR from Etobicoke office

Once all stages are passed by main office they will transfer the file to local VO I guess. Maybe I'm wrong this is just my understanding

All stages passed on March 13. AOR August 5.

VO Ottawa, local VO should be Etobicoke.
