Why don’t you call Ircc and ask why there’s no AOR after you got your temp file number 2 months ago ?
I called them they got same answer all the tym it’s still under review for completeness.. tired of calling them

Does temporary file number work to get open work permit.
Bounded work permit ends next month.
Just as need file number to obtain open work permit.

Nope temporary file number means nothing. If you apply with temporary file number it will be rejected. You need actual AOR. Also if you have PGWP , you don’t need AOR but you can apply under new policy.
