Is it ok to work with a minimum wage rate of $11.90/hour, 30 -32 hours a week as an Assistant Manager Retail? does it create a problem for my PR? The agent suggests if the business is small and not making enough revenue then they can it can be ok to work as an assistant manager with a minimum wage rate.

There's not going to be a clear answer to this question. The low wage for this NOC is $16 for Manitoba. You're well below that.

It's possible IRCC may disregard this. Also possible they may question whether you are really doing an assistant manager role given your low wage. So possible you might be OK - also possible you might not be.

If it is a small business is there an actually need for an assistant manager? How many employees are there in the business? How many retail assistants/cashiers are under you? Any form of manager should have above minimum wage and have a different salary than regular retail assistants/cashiers. It is pretty common for businesses to give people applying for PR titles that qualify as skilled work although there is no need for the position given the size of the business. The size of the business is something IRCC looks at.
