For the International student stream, we have the only option for the paper-based application.

No, I never receive any email of status change.
For paper file or Express Entry - If you would like to continue with your PNP option then after its approval you can apply for a paper file. However, if you have received an invitation for the express entry option you can go ahead with that. Even you can accept the invitation for Express Entry and submit your file there as well as you can apply for the paper file after your PNP gets approved.
You can submit your file under these two options at the same there's no problem with doing that. It's just gonna cost you double as you're submitting two files - one for PNP and the second for Express Entry.
